[SMM Hydrogen Energy Policy Update] Guangzhou Development Zone and Huangpu District, Guangdong: Introduce New Policies to Support the Development of Hydrogen Energy Industry

On July 21, the Development and Reform Bureau of Guangzhou Development Zone and the Development and Reform Bureau of Huangpu District, Guangzhou, issued the "Notice on Several Measures to Promote High-Quality Development of the New Energy Industry and Energy Conservation and Environmental Protection in Guangzhou Development Zone and Huangpu District, Guangzhou."

The document states that efforts should be made to vigorously promote the construction of hydrogen energy infrastructure. Accelerate the construction of hydrogen refueling stations, support qualified regions and market entities to carry out demonstration construction of hydrogen refueling stations, and enhance hydrogen refueling support capabilities. During the validity period of this policy, a transitional period will be set to support hydrogen refueling stations built on industrial land to provide hydrogen refueling services; after the transitional period, support will be given to the conversion of land use for relevant hydrogen refueling stations from "industrial to commercial." Construction subsidies will be provided for hydrogen refueling stations that have been completed and put into use, with a daily hydrogen refueling capacity of 500 kg or more (calculated based on the hydrogen refueling capacity of the compressor working 12 hours a day). Among them, for oil (gas)-hydrogen combined stations and integrated hydrogen production and refueling comprehensive energy supply stations, a subsidy of 500,000 yuan per station will be provided; for other fixed hydrogen refueling stations, a subsidy of 250,000 yuan per station will be provided. The total financial subsidies from the provincial, municipal, and district levels shall not exceed 5 million yuan per station and shall not exceed 50% of the fixed asset investment.

Reduce the terminal selling price of hydrogen for vehicles. Operational subsidies will be provided for hydrogen refueling stations whose data is connected to the relevant information platforms for the demonstration application of fuel cell vehicles at the national, provincial, and municipal levels. For hydrogen refueling stations with a terminal selling price of hydrogen lower than 28 yuan/kg before the end of 2025, lower than 26 yuan/kg before the end of 2026, and lower than 25 yuan/kg before the end of 2027, the district-level finance will provide subsidies of up to 4 yuan/kg, 3 yuan/kg, and 2 yuan/kg respectively based on the actual sales volume of hydrogen, with a maximum annual subsidy of 1 million yuan per station.

Support the demonstration application of hydrogen energy industry projects. Support major hydrogen energy industry projects to lead the promotion of their hydrogen fuel cell vehicles, hydrogen fuel cell systems, hydrogen fuel cell core parts, and other products through market-oriented means, forming a demonstration operation effect of hydrogen fuel cell vehicles. The relevant vehicle data is required to be connected to the relevant information platforms for the demonstration application of fuel cell vehicles at the national, provincial, and municipal levels. For light hydrogen fuel cell vehicles (with a total mass of less than 4.5 tons), medium hydrogen fuel cell vehicles (with a total mass of 4.5 tons or more and less than 12 tons), and heavy hydrogen fuel cell vehicles (with a total mass of 12 tons or more), operational subsidies will be provided based on the highest mileage traveled within each natural year at a rate of 0.5 yuan/km, 1 yuan/km, and 2.5 yuan/km respectively. The maximum annual subsidy amounts for the above three vehicle types are 20,000 yuan, 40,000 yuan, and 100,000 yuan per vehicle respectively. The total funding support under this clause shall not exceed 200 million yuan.

Several Measures of Guangzhou Development District and Huangpu District, Guangzhou for Promoting High-Quality Development in the New Energy Industry and Environmental Protection Sector

To promote high-quality energy development, ensure energy security, accelerate the construction of a clean, low-carbon, safe, and efficient new-type energy system, facilitate green and low-carbon transformation and sustainable development of the economy and society, actively and steadily advance carbon peaking and carbon neutrality, and build a new energy and environmental protection industrial cluster with international influence and recognition, these measures are formulated in accordance with the "Energy Law of the People's Republic of China," the "Guiding Opinions of the State Council on Accelerating the Establishment of a Green, Low-Carbon, and Circular Development Economic System," the "Action Plan for Cultivating New Energy Strategic Emerging Industrial Clusters in Guangdong Province (2023-2025)," and other relevant documents, and in light of the actual conditions of this district.

Article 1 Scope of Application

These measures apply to entities such as enterprises, institutions, or unincorporated organizations in the new energy and environmental protection sector that engage in production and business activities lawfully and in good faith within the scope of Guangzhou Development District, Huangpu District, Guangzhou, and their entrusted management and subordinate parks (hereinafter referred to as "this district"), practice independent accounting, and comply with national statistical norms, tax collection and management, credit management, and other regulations, unless otherwise stipulated. Articles 7 and 8 of this policy apply to all types of business entities that engage in production and business activities lawfully and in good faith within the scope of Guangzhou Development District, Huangpu District, Guangzhou, and their entrusted management and subordinate parks, practice independent accounting, and comply with national statistical norms, tax collection and management, credit management, and other regulations.

Article 2 Vigorously Developing Advanced Energy Manufacturing Projects

High-quality projects in key areas such as large-capacity, high-safety, long-life ESS batteries, ESS system integration, high-performance membrane electrodes, hydrogen fuel cell system integration, PV slurry, and advanced PV modules that align with national, provincial, or municipal energy development plans or whose relevant achievements are included in the national list of major energy technology equipment (first sets) or national energy R&D innovation platforms are encouraged to establish operations in this district. These projects will receive priority support in terms of land use, energy consumption, and other essential factors. Article 3 Vigorously promote the construction of hydrogen energy infrastructure

Accelerate the construction of hydrogen refueling stations, support qualified regions and market entities to carry out demonstration construction of hydrogen refueling stations, and enhance hydrogen refueling support capabilities. Article 4 Reduce the terminal selling price of hydrogen for vehicles

Provide operational subsidies for hydrogen refueling stations whose data is connected to the relevant information platforms for the demonstration and application of fuel cell vehicles at the national, provincial, and municipal levels. For hydrogen refueling stations with terminal selling prices below 28 yuan/kg before the end of 2025, below 26 yuan/kg before the end of 2026, and below 25 yuan/kg before the end of 2027, the district-level finance will provide subsidies of up to 4 yuan/kg, 3 yuan/kg, and 2 yuan/kg respectively based on the actual sales volume of hydrogen, with the annual subsidy per station not exceeding 1 million yuan. Article 5 Support the demonstration and application of hydrogen energy industry projects

Support major projects in the hydrogen energy industry to lead the promotion of their produced hydrogen fuel cell vehicles, hydrogen fuel cell systems, core hydrogen fuel cell parts, and other products through market-oriented means, forming a demonstration and operation effect of hydrogen fuel cell vehicles. The relevant vehicle data is required to be connected to the relevant information platforms for the demonstration and application of fuel cell vehicles at the national, provincial, and municipal levels. For three types of vehicle models: light hydrogen fuel cell vehicles (with a total mass of less than 4.5 tons), medium hydrogen fuel cell vehicles (with a total mass of 4.5 tons or more and less than 12 tons), and heavy hydrogen fuel cell vehicles (with a total mass of 12 tons or more), operational subsidies will be provided based on the highest mileage traveled within each natural year at a rate of 0.5 yuan/km, 1 yuan/km, and 2.5 yuan/km respectively. The maximum annual subsidy per vehicle for the above three car models is 20,000 yuan, 40,000 yuan, and 100,000 yuan, respectively. The total funding for this clause shall not exceed 200 million yuan. Article 6 Support for Expanding Overseas Markets for New Energy Products

Support enterprises in key fields such as new-type energy storage, hydrogen energy, and PV to "go global". Encourage enterprises to explore overseas markets for ESS batteries, ESS control products and system integration, advanced hydrogen energy and PV products, and provide high-quality services for enterprises applying for market access certifications in overseas markets such as Europe, Japan and South Korea, and North America, as well as participating in domestic and overseas new-type energy storage industry exhibitions and activities. Article 7 Continuously Improving Green Manufacturing Capabilities

Support enterprises in demonstrating and establishing green manufacturing systems. Enterprises that are awarded the titles of national and provincial green factories shall be given one-time rewards of up to 500,000 yuan and 200,000 yuan, respectively. Enterprises that are awarded the titles of national and provincial green supply chain management enterprises shall be given one-time rewards of up to 500,000 yuan and 200,000 yuan, respectively. Enterprises that are awarded the titles of national and provincial green industrial parks shall be given one-time rewards of up to 500,000 yuan and 200,000 yuan, respectively. If an enterprise reaches a higher level during the validity period of this measure, the reward shall be supplemented based on the difference. The cumulative reward for the same enterprise shall not exceed 1 million yuan. (Responsible Unit: District Industry and Information Technology Bureau)

Article 8 Continuously Improving Cleaner Production Levels

A reward of 25,000 yuan shall be given to enterprises that pass the cleaner production audit and acceptance through a simplified process for the first time and are rated as "Cleaner Production Enterprises (Simplified Process)". A reward of 100,000 yuan shall be given to enterprises that pass the cleaner production audit and acceptance through the full process for the first time and are rated as "Excellent Cleaner Production Enterprises", and a reward of 60,000 yuan shall be given to those rated as "Cleaner Production Enterprises". A reward of 50,000 yuan shall be given to enterprises that pass a new round of cleaner production audit and acceptance through the full process and are rated as "Excellent Cleaner Production Enterprises" due to the expiration of their "Cleaner Production Enterprise" certificates, and a reward of 25,000 yuan shall be given to those rated as "Cleaner Production Enterprises". No reward shall be given to enterprises that implement mandatory cleaner production audits and pass the cleaner production audit and acceptance. Article 9 Support for Energy Enterprises to Implement Trade-in Policies

Actively and orderly promote the transformation and upgrading of existing coal-fired power units through the "three reforms linkage" of energy conservation and consumption reduction, heating, and flexibility. Encourage power plants to build "generation-grid-load-storage" systems that integrate distributed PV, new-type energy storage, etc. Implement the national "implement major national strategies and build up security capacity in key areas" and "program of large-scale equipment upgrades and consumer goods trade-ins" policies, support eligible energy projects to apply for national ultra-long-term special treasury bonds, and provide corresponding policy support for demonstration projects such as the elimination of commercial diesel trucks with National IV and below emission standards, the addition of hydrogen-powered commercial trucks, and new energy buses that meet the conditions. Article 10 Supplementary Provisions

These policy measures shall come into force on the date of issuance and remain valid until July 20, 2028. For the same project or matter that meets the requirements of these policy measures and also qualifies for other support policies in the district, support shall be provided in accordance with the principle of taking the highest amount without duplication. The proportions and limits of the subsidies, rewards, and support provided under these policies are all upper limits, and the specific implementation of policy support shall be adjusted accordingly based on the annual fiscal budget situation. If these policy measures are inconsistent with higher-level regulations, rules, or policies due to adjustments made by higher authorities, the corresponding provisions of these policy measures shall cease to be implemented. The District Development and Reform Bureau shall be responsible for interpreting these policies.
